Is it allowable to pay a subscription in advance with carryover money? For instance, if a vendor sent you an invoice that's due 12/31/25 and renews your membership through 26, would it be out of compliance to use funds from this year to go ahead and renew it?

Unless you are working on the VUB APR, you will not be able to download the ED APR spreadsheet for the PY 23-24 until the website opens up again for the PY 24-25 APR. Then, you will be able to download the PY 23-24 APR with the case numbers for that year's New Participants. Did you email your PI and/or the Grants & Contracts Office on campus a copy of the PY 23-24 APR Excel and PDF files for their records? If you did, then you can go to your sent emails folder and see if you can download it from that email you sent them, OR ask them to forward it back to you. Most Grants & Contracts Offices require a copy of these documents from the Project Director, especially the Certifying Official. Check with these departments first before trying the last resort option of emailing your ED Program Specialist to ask if they can obtain it for you. You really do not need that file with the case numbers until the ED APR website opens up again for the PY 24-25 APR.
Something very similar happened to me as well. From then on, I always saved these types of important documents on a shared cloud drive, rather than on my computer's hard drive, and also emailed them to the relevant department on campus and myself, just in case. Been there, done that!!!
