Program Regulations: § 645.31 What selection criteria does the Secretary use?
Designed for UB and UBMS Project Directors, staff, and institutional leaders responsible for evaluating and documenting current need, aligning objectives with baseline data, and ensuring services are delivered in accordance with federal regulations.
This is a detailed, regulation-based review of 34 CFR Part 645 to strengthen program structure, documentation practices, and overall project quality.
1. Determination of Eligibility & Target Area Needs Assessment - Review of eligibility requirements (§ 645.3), definitions (§ 645.6), and Target Area Needs Assessment § 645.31 (a)(1) (i), (ii), and (vi).
2. Quantitative & Qualitative Data Collection - Explore the documentation of academic performance gaps and non-cognitive challenges as integral components of a Target School Needs Assessment § 645.31 (a) (1) (iii), (iv), and (v).
3. Assessment of Ambitious & Attainable Objectives - Compare objective percentages to baseline data to determine ambitious yet attainable levels (§ 645.31 b.) that include a review of UB Program required and permissible services (§ 645.11 and § 645.12).
4. Project Design & Delivery of Services - Improve the quality and impact of your Project by discussing programming design (§ 645.13 and §645.14); methods to identify, recruit, and select Participants § 645.31 (c) (2); plan to assess needs and monitor academic progress § 645.31 (c) (3); and plan to deliver activities and services § 645.31 (c) (5).
