1. Is the draft RFP open for comments? If so, when is the deadline for comments?

No - this latest draft is NOT open for comments - the "crazy" one released in August was the only one open for comments.  ED is waiting on something in order to issue the official and final RFP - not sure what the hold up is this time.

2. Do you have a sense of when the final RFP will be issued? 

COE said yesterday in New Orleans that they think it will be due the 3rd or 4th week of January so that means that the final RFP will need to be released 30 days prior to that..so I’m thinking mid to late December.
