This is my initial assessment of the draft 2019 RFP that was released on Friday, August 2, 2019:

No changes from the final 2015 RFP - except that ED for some reason recycled the CPPs that were in the DRAFT and not final RFP!! Which even COE says (see attached statement) will most likely NOT be the final CPPs.  Therefore, I will continue to work on the SSS narrative based on the final 2015 RFP guidelines.  The only other change is the word “recommended” added to describe page length, formatting, font, etc. due to the last UB competition which I have experienced first-hand with the recent GU and Title V competitions.
